Nelligan, Frank was raised in Waterbury, attended Driggs Elementary School and graduated from Wilby High School, President of his class and voted most likely to succeed. After his father's death, his mother re-married Leslie Feero who raised Frank from the age of 9 years old. After graduating high school, Frank enlisted in the U.S. Navy and served on active duty during the Korean War. The Navy remained an important part of his life as he continued to serve in the Naval Reserve for 38 years. He retired from the Navy as a Chief Warrant Officer and carried many memories of the travels around the world the Navy provided him. Frank graduated from the University of Connecticut in 1959. He obtained his first job at the Gilbert School as a history and geography teacher. He moved his young family to Winsted where he remained for almost 60 years, loving the small friendly town and making it a home. He later taught at Avon High School where he retired after over 35 years of teaching. He made many friends in the Avon schools and taught his students the value of history and America's special place in the world. Frank also gave back to his small town. He served on the Board of Education and Board of Selectmen. He especially valued his 42 year membership in the Elks and his acceptance into the Winsted Raggys. The friends he made were a comfort to him as his illness progressed. Frank enjoyed a wide variety of interests - music, photography, world travel, cooking, history and his Volvos. Frank is survived by his loving wife and companion of 62 years, Joan A. Nelligan. Also he leaves his son Kevin F.
